packaging: replace wget with curl in Build-Depends

At some point, evolve was using curl in some tests that check capabilities when
using HTTP. Then in 4e7da688a066 and 3ffa12edc05a it was replaced by wget for
Windows compatibility and debian/control was updated (in 783aa685c5d4).

Then, in e036dfc8cfcc the tests were switched back to using curl, but
debian/control was not updated until now.

Testing single head enforcement: Case A-1
=========================================

A repository is set to only accept a single head per name (typically named
branch). However, obsolete changesets can make this enforcement more
complicated, because they can be kept visible by other changeset on other
branch.

This case is part of a series of tests checking this behavior.
