topic: teach hg import/export to handle topic namespace as well

Importing topic currently doesn't work, but will hopefully be fixed soon.

Enable obsolescence to avoid the warning issue when obsmarkers are found

Run check manifest:

  $ cd $TESTDIR/..
  $ check-manifest
  lists of files in version control and sdist match
