evolve: drop unused dagutil.py

This file had some issues detected by pytype, and when I went to check what the
problem was, this file turned out to be completely unused.

It was used previously for obsdiscovery, but since 77f3699e711e it's unused.

Mercurial checks for the introduction of new heads on push. Evolution comes
into play to detect if existing branches on the server are being replaced by
some of the new one we push.
