prune: add a test to demonstrate a bug Test shows that pruning without any successor warns about creating divergence which is not possible and is a false warning. For the knowledge, this pattern of pruning (without any successor) an already pruned cset is sometime used to keep successors locally but vanish them at server side.

Especially, we want to test mode allowing the creation of merge that will
eventually become "oedipus" merge.

Test that the merge is rejected if set to reject

Actually, this also work with any invalid value, but:

- the default value might change in the future,
- this make sure we read the config right.

Same result when setting the config to be strict
