topic: compatibility for commitstatus(..., **opts)

In 489268c8ee7e cmdutil.commitstatus() was changed to take opts as separate
keyword arguments.

We need to convert the byteskwargs to strings to use with double-star operator,
so in the appropriate function wrapper we also now have strings instead of
bytes in the opts dict.

Testing head checking code: Case C-1
====================================

Mercurial checks for the introduction of multiple heads on push. Evolution
comes into play to detect if existing heads on the server are being replaced by
some of the new heads we push.

This test file is part of a series of tests checking this behavior.

Category C: checking case were the branch is only partially obsoleted.
