evolve: remove experimental.obshashrange.lru-size docs

This config option was already disconnected from actual code, and was only used
for one implementation of stablerange: branchpoint.

Enable obsolescence to avoid the warning issue when obsmarkers are found

  $ cat << EOF >> $HGRCPATH

Run check manifest:

  $ cd $TESTDIR/..
