topic: add the changelog argument to branchinfo()

47c03042cd1d in core added a changelog argument to revbranchcache.branchinfo()
and we wrap that function in topic extension. So let's add this optional
argument in topic extension too.

Testing head checking code: Case A-1

Mercurial checks for the introduction of new heads on push. Evolution comes
into play to detect if existing branches on the server are being replaced by
some of the new one we push.

This case is part of a series of tests checking this behavior.
