compat: implement changing_parents context manager

It combines the compatibility layer for the recently renamed changing_parents
(was parentchange) on dirstate class with _quick_access_* handling code into
one context manager, which should be slightly more pleasant to use.

Mercurial checks for the introduction of new heads on push. Evolution comes
into play to detect if existing branches on the server are being replaced by
some of the new one we push.

This case is part of a series of tests checking this behavior.
