parsers: correct type of temporary variables for dirstate tuple fields
These fields are defined as int. This eliminates the following warning
spotted by CC=clang CFLAGS='-Wall -Wextra -Wno-missing-field-initializers
-Wno-unused-parameter -Wshorten-64-to-32':

Ensure debuild doesn't run the testsuite, as that could get silly.

We check debian package contents with portable tools so that when
we're on non-debian machines we can still test the packages that are
built using docker.
