run-tests: fix hg.bat python reference

hg.bat expects to live in pythonxx/scripts and the python interpreter
to be in pythonxx. run-tests.py file layout is a little different and
python location must be fixed.

  $ chmod +x a
  $ hg ci -m'executable'

Make sure we notice the change of mode if the cached size == -1:

  $ hg revert -r 0 a
  $ hg debugstate

  $ hg status
  M a

  $ hg up 0
  0 files updated, 0 files merged, 0 files removed, 0 files unresolved
  $ hg id
