setup: create a module for the modulepolicy

Instead of rewriting __init__ to define the modulepolicy,
write out a __modulepolicy__.py file like __version__.py

This should work for both system-wide installation and in-place build. Therefore
we can avoid relying on two separate modulepolicy rules, '@MODULELOADPOLICY@'
and 'mercurial/modulepolicy'.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
