cvsps: use commitids (when present) to detect changesets
Simplify core logic by no longer attempting to work around missing
class attributes. Instead always generate the attributes and ignore
the cache if the attributes are missing

$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
