cmdutil: comprehensively document the interface of export

I want to make some improvements here, but in order to make future
patches easier to review I want to document the current state of the
world.

  $ rm -rf a
  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0
  adding a
  $ hg tag t1 # 1
  $ hg tag --remove t1 # 2
