largefiles: missing largefiles should not be committed as removed
Largefiles can easily become missing - for example if it simply isn't available
or the download fail. It might even be convenient to be able to work that way
in some cases.
But commiting missing largefiles as if they had been 'hg remove'd is plain wrong.
Environment setup for MQ

$ echo "mq=" >> $HGRCPATH
$ hg init
$ hg qinit
Should fail if no patches applied
$ hg qrefresh
no patches applied

$ hg qrefresh -e
no patches applied
[1]
$ hg qnew -m "First commit message" first-patch
$ echo aaaa > file
$ hg add file
$ hg qrefresh
Should display 'First commit message'
$ hg log -l1 --template "{desc}\n"
