revsetbenchmarks: display relative change when meaningful
If the time difference is more than 5% from the previous run, we'll display
relative information. This makes it much simpler to spot performance changes in
a sea of benchmarks.
Mercurial

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
