color: fix TypeError with auto mode on win32 when colors aren't available (issue2871)

This can happen when stdout isn't a terminal (e.g., it's being piped).

  $ rm -rf a
  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0

  $ hg tag t1 # 1
  $ hg tag --remove t1 # 2

  $ hg co 1
