summary: migrate `opts` to native kwargs

This has the added benefit of unconfusing PyCharm- it thought `opts` in the
nested functions were str based for some reason.

  $ hg init repo
  $ cd repo
  $ echo a > a
  $ hg ci -Am t
  adding a

  $ hg mv a b
  $ hg ci -Am t1
  $ hg debugrename b
