tests/heredoctest.py

tests: avoid using rebaseskipobsolete=0

I'm about to delete the `rebaseskipobsolete` config. This patch
updates a test to get hidden commits into the rebase state by using
`hg debugobsolete` instead of setting `rebaseskipobsolete=0`.
