templater: factor out function that creates templater from string template
This function will host loading of template aliases. It is not defined at
templater, but at formatter, since formatter is the module handling ui stuff
in front of templater.

The

command is the wrapper for
.B hg
command.
It uses the Mercurial command server to reduce start-up overhead.

This program accepts the same command line syntax as the
.B hg
command. Additionally it accepts the following options.
