test-hgignore: add testing for ui.ignore

I couldn't find any tests for this, and we're going to make changes here in
upcoming patches.

  $ hg ci -m m a

  $ mkdir a b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
