Make test-hardlinks-safety portable

On some systems cp cannot create/preserve hardlinks.
Use util.copyfiles instead, after making sure it actually does
create hardlinks.

abort: file 'a' in dirstate clashes with 'a/a'
% directory replaced with file
adding a/a
% should fail - would corrupt dirstate
abort: directory 'a' already in dirstate
