hgwebdir: allow pure relative globs in paths
This allows the (to me, in some setups) obvious configuration:
[paths]
/ = *
or
/ = **
Relative paths used to work with [collections] even though it isn't documented.
Perhaps it should be documented?
Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
