tags: reorder argument of '_updatetags'
We move all arguments related to tagtype to the end, together. This will allow
us to make these arguments optional and reuse of this logic for callers that do
not care about the tag types.

$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
