httppeer: expose capabilities for each command

This will help code using peers to sniff out exactly what servers
support.

Should print nothing:

  $ hg add b
  $ hg st

  $ echo y > b/y
  $ hg st

Should fail:

  $ hg st b/x

Should fail:

  $ hg add b b/x

Should arguably print nothing:

Should fail:
