typing: add type hints to mercurial/win32.py
These are the low level functions that are imported by the mercurial.windows
module, which is in turn imported by mercurial.utils as the platform module.
Pretty straightforward, but pytype inferred very little of it, likely because of
the heavy ctypes usage. It also seems to trigger a pytype bug in procutil, now
that it has an idea of the underlying function type, so disable that warning to
maintain a working test.

Mercurial's documentation is kept in reStructuredText format, which is a simple plain text format that's easy to read and edit: http://docutils.sourceforge.net/rst.html It's also convertible to a variety of other formats including standard UNIX man page format and HTML. You'll need to install Docutils: http://docutils.sourceforge.net/ Use the Makefile in this directory to generate the man and HTML pages.
