changegroup: refactor outgoing logic into a function
Extensions that add to bundle2 will want to know which commits are outgoing so
they can bundle data that is appropriate to those commits. This moves the logic
for figuring that out to a separate function so extensions can do the same
computation.
"""Extension to verify locks are obtained in the required places.
This works by wrapping functions that should be surrounded by a lock
and asserting the lock is held. Missing locks are called out with a
traceback printed to stderr.
This currently only checks store locks, not working copy locks.
