rust-dirstate: create dirstate submodule in hg-cpython
This module will soon hold multiple files, this change is to make the
review process easier.

setting up base repo
$ hg init a
$ cd a
$ touch a
$ hg ci -Am a

$ cd ..
cloning base repo
$ hg clone a b

$ cd b
setting up cset to push
$ hg up null

$ touch a
different msg so we get a clog new entry
