merge: add merge action 'pr' to rename files during update Add a new merge action to handle a path conflict by renaming the conflicting file to a safe name. When the sourcecommitlimit is small and we have more drafts, we use heuristics only

But when we have "sourcecommitlimit > (no. of drafts from base to c1)", we do
fullcopytracing
