remoterepo: no longer needed

All users already use repo.local() to test for local, which is false
in the repository base class. statichttprepository never derived from
this class anyway.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help
