push: move `incoming` into the push object

The fact that there is some unknown changes on remote one of the result of
discovery. It is then used by some push validation logic.

We move it in the object to be able to extract the said logic.

Environment setup for MQ

  $ hg init
  $ hg qinit

Should fail if no patches applied

  $ hg qrefresh
  no patches applied
  [1]
  $ hg qrefresh -e
  no patches applied

  $ hg qnew -m "First commit message" first-patch
  $ echo aaaa > file
  $ hg add file
  $ hg qrefresh

Should display 'First commit message'

Testing changing message with -m

  $ echo bbbb > file
