extensions: show deprecation warning for the use of cmdutil.command
Since this is a fundamental API for extensions, we set 1-year period until
actually removing it.

Error: the current ro localization has some rst defects exposed by
moving pager to core. These two warnings about references are expected
until the localization is corrected.
