tests: extract test-template-map.t from test-command-template.t
test-command-template.t is one of the slowest tests. Let's split it into
4 files of manageable size.

$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing::
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
