localrepo: introduce a `_quick_access_changeid` property

Having faster access to `null` is cute… but limited. We want to speedup access
to more useful revision, like `.`. We start with turning the fast path for
`null` into something more generic.

a simple plain text format that's easy to read and edit:

It's also convertible to a variety of other formats including standard
UNIX man page format and HTML. You'll need to install Docutils:

Use the Makefile in this directory to generate the man and HTML pages.
