git: correctly handle p1() on dirstate when underlying git repo is empty
This shows up in my next change, which ends up making an empty git
repo and then running hg.

Should print nothing:
$ hg add b
$ hg st
$ echo y > b/y
$ hg st
Should fail:
$ hg st b/x

$ hg add b/x
abort: path 'b/x' is inside nested repo 'b'

Should fail:
$ hg add b b/x

Should arguably print nothing:
