shelve: move changegroup generation inside writebundle

We will generate different changegroup if general delta is enabled so we gather
this in the lower level function. There wasn't any good reason to have it in
the main code anyway.

Test wire protocol unbundle with hashed heads (capability: unbundlehash)

Create a remote repository.

Clone the repository and push a change.

Ensure hashed heads format is used.
The hash here is always the same since the remote repository only has the null head.
