py3: add b'' prefixes to wire protocol test
Otherwise the CBOR encoder fails on Python 3 due to lacking support
for encoding str/unicode.

py3: use pycompat.strkwargs()
Otherwise we get an error attempting to dispatch a command with
arguments because we're passing a dict with bytes keys.
