Now that they are all cleaned up, we can install a check so that no new
occurrence appears.

vfs: drop text mode flag (API)
It's useless on Python 3.

convert EOL manually.

lfs: convert EOL of hgrc before appending to bytes IO
Text IO is useless on Python 3 as it must be a unicode stream.
