phabricator: warn if unable to amend, instead of aborting after posting

There was a divergence in behavior here between obsolete and strip based
amending.  I first noticed the abort when testing outside of the test harness,
but then had trouble recreating it here after reverting the code changes.  It
turns out, strip based amend was successfully amending the public commit after
it was posted!  It looks like the protection is in the `commit --amend` command,
not in the underlying code that it calls.

I considered doing a preflight check and aborting.  But the locks are only
acquired at the end, if amending, and this is too large a section of code to be
wrapped in a maybe-it's-held-or-not context manager for my tastes.
Additionally, some people do post-push reviews, and amending is the default
behavior, so they shouldn't see a misleading error message.

The lack of a 'Differential Revision' entry in the commit message breaks a
{phabreview} test, so it had to be partially conditionalized.

Examine whether module loading is delayed until actual referring, even
though module is imported with "absolute_import" feature.

Files below in each packages are used for described purpose:

- "called": examine whether "from MODULE import ATTR" works correctly

  The series is started off with a "[PATCH 0 of N]" introduction, which
  describes the series as a whole.
  
  Each patch email has a Subject line of "[PATCH M of N] ...", using the first
  line of the changeset description as the subject text. The message contains
  two or three body parts:
  
  - The changeset description.
  - [Optional] The result of running diffstat on the patch.
  - The patch itself, as generated by 'hg export'.
  
  Each message refers to the first in the series using the In-Reply-To and
  References headers, so they will show up as a sequence in threaded mail and
  news readers, and in mail archives.
  
  To configure other defaults, add a section like this to your configuration
  file:

  Use "[patchbomb]" as configuration section name if you need to override global

  sendmail compatible mailer or fill out the [smtp] section so that the
  patchbomb extension can automatically send patchbombs directly from the
  commandline. See the [email] and [smtp] sections in hgrc(5) for details.
  
  By default, 'hg email' will prompt for a "To" or "CC" header if you do not
