errors: move Abort earlier, so more exceptions can subclass it

I'd like to make at least `InterventionRequired` subclass `Abort` and
Python requires the superclass to be defined before the subtype.

Client without sparse enabled reacts properly

Requirement for sparse is removed when sparse is disabled

  $ cat .hg/requires
  dotencode
  exp-dirstate-v2 (dirstate-v2 !)
  fncache
  generaldelta
  persistent-nodemap (rust !)
  revlog-compression-zstd (zstd !)

And client without sparse can access
