sslutil: implement SSLContext class

Python <2.7.9 doesn't have a ssl.SSLContext class. In this patch,
we implement the interface to the class so we can have a unified
code path for all supported versions of Python.

This is similar to the approach that urllib3 takes.

Create a repository:

  $ hg config

This command is ancient:

Verify that updating to revision 0 via commands.update() works properly

  $ cat <<EOF > update_to_rev0.py
  > from mercurial import ui, hg, commands
  > myui = ui.ui()
  > repo = hg.repository(myui, path='.')
  > commands.update(myui, repo, rev=0)
  > EOF
  $ hg up null

  $ python ./update_to_rev0.py

  $ hg identify -n
