Backed out changeset f28c52a9f7b4

This backout and the previous are due to a large performance regression
detected in repositories with a lot of obsmarkers when performing a clone.

A better fix will come along at the start of the next cycle.

This tests if hgweb and hgwebdir still work if the REQUEST_URI variable is
no longer passed with the request. Instead, SCRIPT_NAME and PATH_INFO
should be used from d74fc8dec2b4 onward to route the request.
