extdiff: log time spent in external diff program

We can't fix the time external diff programs take to run. Log that duration
for us to remove from any stats we gather

look for python scripts that do not use /usr/bin/env

look for shell scripts that do not use /bin/sh

  $ hg files 'set:grep(r"^#!.*/bi{1}n/sh") and not grep(r"^#!/bi{1}n/sh")'
