largefiles: use common function to build content of .hg_archival.txt

This fixes the missing "changessincelatesttag" field introduced by
242d11819c6c.

  $ hg rm a
  removing a/b (glob)
  $ hg ci -m m a

  $ mkdir a b

  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ cd b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
