backout: remove unnecessary frobbing of addremove option There's no way for addremove to show up in backout's opts dictionary. It was being set manually because cmdutil.commit expected it to be there (and would throw an exception if it wasn't). Convert to hg once and also test localtimezone option

NOTE: This doesn't check all time zones -- it merely determines that
the configuration option is taking effect.

An arbitrary (U.S.) time zone is used here.  TZ=US/Hawaii is selected
since it does not use DST (unlike other U.S. time zones) and is always
a fixed difference from UTC.
