parser: construct alias object by rule-set class

It was odd that the revsetalias did the whole parsing stuff in __init__().
Instead, this patch adds a factory function to the aliasrules class, and
makes the alias (= revsetalias) class a plain-old value object.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
