upgrade: remove unnecessary `is None` check
`upgrade_engine.upgrade()` always return the `backuppath` value and there are
not early returns. Hence I don't see how `backuppath` can be None.
Adding extra unncessary safe checks hides unknown bugs. Hence removing it.

any files you've modified and run `python contrib/check-commit` on any
commits you've made (for example, `python contrib/check-commit
273ce12ad8f1` will report some style violations on a very old commit).
