bookmarks: disallow bookmarks named 'tip', '.', or 'null'

This makes bookmarks reject the same reserved names as tags and branches.

  $ hg rm a

  $ hg ci -m m a

  $ mkdir a b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
