rebase: change "result would have 3 parent" error message (BC)

The old error message "cannot use revision REV as base, result would have 3
parents" is confusing - why use REV as base? why add a new parent?.

This patch changes it to "cannot move parent", which seems better.

Create extension that can disable symlink support:

Make a clone using placeholders:

  $ hg --config extensions.n=$TESTTMP/nolink.py clone . ../win-repo

  $ cat b
  a (no-eol)

Empty placeholder:

Write binary data to the placeholder:

  $ hg --config extensions.n=$TESTTMP/nolink.py st --debug
  ignoring suspect symlink placeholder "b"

Write a long string to the placeholder:

  >>> open('b', 'w').write('this' * 1000)
  $ hg --config extensions.n=$TESTTMP/nolink.py st --debug
  ignoring suspect symlink placeholder "b"

Commit shouldn't succeed:

  $ hg --config extensions.n=$TESTTMP/nolink.py ci -m1

Write a valid string to the placeholder:
