hg-core: add fncache module

For now it's only a super simple trait. It will be used for calling back into
Python soon, and later will be fleshed out into a full fncache.

  $ hg init repo
  $ cd repo

  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b
  $ hg ci -m m a

Relative delete:
