runtests: checkportisavailable should only check one family

As explained by the previous patch, checkportisavailable() should only check
the preferred family - either IPv4 or IPv6, not both.

This patch makes it so.

This test helps in keeping a track on which commands we can run on
Python 3 and see what kind of errors are coming up.
The full traceback is hidden to have a stable output.
